A multilingual, culturally responsive outreach effort ensuring Vietnamese and Asian communities stayed informed, supported, and visible throughout the 16‑mile I‑405 construction corridor.
Overview
The I‑405 Improvement Project is one of Orange County’s largest freeway infrastructure efforts, designed to improve mobility and reduce congestion along a 16‑mile stretch of the corridor. To ensure Vietnamese and Asian residents and businesses remained informed during construction, ArrowGTP led a comprehensive Asian‑community engagement program. This work combined multilingual communication, culturally grounded outreach, and corridor‑wide business support to maintain visibility, trust, and access to accurate construction updates throughout the multi‑year project.
Goals
The engagement program focused on providing dedicated Vietnamese outreach and support for the I‑405 Improvement Project. Its goals included informing Vietnamese residents and businesses about project plans, construction timelines, and traffic impacts; delivering Vietnamese‑language electronic construction alerts and written public announcements; and ensuring that local communities received timely, accessible updates. The program also aimed to strengthen trust, maintain business visibility, and ensure that Vietnamese and Asian voices were represented throughout the construction phase.
Approach
ArrowGTP executed a multi‑layered outreach strategy that combined in‑person engagement, digital communication, and multilingual media. The team conducted more than 150 neighborhood meetings, open houses, and public sessions; canvassed 1.2 million bilingual construction flyers; and participated in nearly 100 community events across the corridor. Outreach included setting up information booths at community festivals, translating project materials such as flyers, brochures, website announcements, and press releases, and producing Vietnamese‑language video updates and business interviews. ArrowGTP also provided interpretation and live translation at neighborhood meetings and Q&A sessions, distributed flyers directly to residents’ doorsteps, and conducted business‑to‑business outreach to inform owners about construction activities. Additional visibility was achieved through appearances on local Vietnamese television, radio, and newspaper outlets, supported by multilingual digital engagement, targeted ads, business‑offer mapping, spotlight videos, and real‑time construction alerts.

ArrowGTP served as the Asian‑community engagement lead, strengthening visibility for Vietnamese and Asian residents and businesses through sustained, culturally informed communication. The team built an email database of more than 10,000 contacts, engaged over 1,500 businesses, and secured 300 community partners to amplify project updates and business support resources. By combining corridor‑wide canvassing, digital storytelling, multilingual materials, and business‑focused outreach, ArrowGTP ensured that diverse communities remained connected, informed, and supported throughout the I‑405 Improvement Project.
Results
The Asian‑community engagement program delivered one of the most extensive outreach efforts in the project’s history. More than 150 public meetings and neighborhood sessions were completed, alongside the distribution of 1.2 million bilingual flyers and participation in nearly 100 community events. Digital engagement reached thousands of residents through multilingual ads, spotlight videos, and construction alerts. The program built a 10,000‑plus email network, engaged 1,500+ corridor businesses, and secured 300 partners—significantly strengthening visibility and support for Vietnamese and Asian communities during the construction phase.
